if it can handle the animated sprites and scrolling backgrounds I'd love to port some of my late 90's arcade shooters to the wii. They'd be darn spiffy on the wii.

AFAIK, it's illegal for him to sell it because it is based around the devkitPPC toolchain and the SDL Wii port.

GPL doesn't ban the selling of the software which relies on GPL code...
And actually because of the nature of this application it doesn't directly uses GPL code... the produced game uses it... which is acceptable I think...
If you intend to distribute a game created with this application you need the sources of the game... So the only implication is : created source code should not be deleted by this program....
Bah, boring stuff...

I R on is right. The GPL allows the author to sell the software and profit; however, he cannot restrict anyone who purchases it from distributing it any manner they please, whether that be for free or resold.

Well dunno what's included in the pack. For the devkitpro the author of this program may ask the purchaser to install devkitpro (not a fact, just a guess), and is free to distribute the other GPL libraries with source code...
But I don't think he is obliged to distribute the sources of the game maker since he doesn't directly uses the libraries... created games use them... the only restriction we can impose on the author of this tool and on the customer of this app who wants to distribute the created games is release the sources for the created game... hence the app should not delete the sources after compilation..
I'm pretty sure the tool works like,
1. Translate game metadata into c and/or c++ source
2. Auto compile using devkitpro toolchain
3. Delete the sources
Here the 3rd step violates the GPL once you want to distribute that very game...
